Eliminate some duplication in top-level Makefile.in.

* Makefile.in (SUBDIR_MAKEFILES_IN): New variable.
(SUBDIR_MAKEFILES): Derive from $SUBDIR_MAKEFILES_IN.
(Makefile): Use $SUBDIR_MAKEFILES_IN.
